Office of the Traffic Commissioner: Transport Manager changes go digital

From 31 January 2025, all changes to transport managers on an operator’s licence must be made using the digital process available within the UK Government’s digital Vehicle Operator Licensing (VOL) system. This replaces the TM1 paper form which will no longer be accepted.
Operators are also required to use the VOL system to apply for a change of Licence type, or to surrender a current O Licence. Paper-based requests are no longer accepted.
Functions supported by the VOL system
Currently, the VOL systems allows Operators to carry out the following changes online:
- add more vehicles to your licence
- increase the vehicle limit on your licence
- add or remove a transport manager
- change your licence type
- give up (‘surrender’) your licence
- order a replacement licence
Exceptions to using the VOL system
There are a few processes which can still be conducted using paper forms. These are:
- Insolvency practitioners – they will receive paper forms following a change in company status.
- Operators unable to surrender their O Licence online will be permitted to submit a written report
