Section 11 of the Hackney Carriage Vehicle Conditions states:

"The licence holder shall ensure that the vehicle shall be maintained in a sound mechanical and structural condition at all times and be capable of satisfying the Council’s mechanical and structural inspection at any time during the continuance of the vehicle licence."

The government agency Health and Safety Executive states:

"Employers and duty holders must make sure that vehicles used in the workplace are: safe, driven safely, and regularly maintained, repaired and inspected. By law, employers and duty holders must know what hazards and risks are in their workplaces and take steps to eliminate or reduce these risks."
